Community Forum – recap

1.   Consistency of themes/message among all groups meeting so far (Council Retreat, CAC,           and now Forum)

2.   Broadness of “community” – beyond city limits

3.   ? on what is “small town feel”

4.   We don’t take advantage of rivers – turn our back on it

5.   Concern over what would be center of town – high school has been “heart” so what      happens w/ two high schools.  Also dichotomy of First Street/Avenue D/Bickford soon

6.   View as one city w/ neighborhoods?

 

Facility Tour – recap

1.   Found facilities to be depressing - ? on why anyone would work at City Hall, etc.

2.   Support for centralized facility at Armory.  Design a building for its intended use – NOT             bank/PD or PO/CH

 

Economic Profile

1.   School district has seen influx of eastern Europeans the last couple years.

2.   High level of renters – use more services than owner-occupied

3.   Increase quality of jobs to family wage

4.   Target the business sectors that create high income and require less services

5.   Impact of overpass – easy access issue – encourage or discourage

      *    Capacity of highway

      *    ease of access – traffic concerns

      *    controlled/signalized

6.   City could charge B&O tax

7.   Market your clusters/sectors (antiques, etc.)

8.   Indirect draw of antiques – p/o brand

9.   Stores coming will stop leakage – citizens going elsewhere to purchase needs

 

Base Fiscal Analysis

1.   Where will city go for development after Sno. Station – impact on one-time rev in sales tax, building permits, etc.

2.   Community doesn’t want change but doesn’t realize it has to change to survive.  “death by a 1,000 cuts” – at some point it becomes fatal.  Don’t realize the cumulative effect of            even small budget cuts built on top of each other year after year

3.   Cost of fuel concerns lumped into inflation but its’ much more significant.  Also ripple     effect throughout other products/services

4.   Retail as quickest best way to generate revenue since sales tax the only revenue that can            really grow now.

5.   B&O tax based on gross revenue – could drive businesses away to an area that doesn’t            have B&O if one is implemented          

 

6.   Framework for sustainable economic development:

      economic vitality > livability & community character > image & identity > economic vit.

7.   Should annex as much as possible as soon as possible – people consider themselves p/o            City anyway so should annex them to get them to pay for some of the services they use.       Get their property tax.  Get the sales tax from the corner mini-mart/gas station, etc.
